Section 3.6 on Richmond's Local Views laid out rules for applicants use of VU.CITY in areas of significance.

'Applicants will be required to provide Accurate visual Representations (AVRs) of the impact on views of proposals from agreed viewpoints with planning applications for major developments. These will form part of the Townscape and Heritage Impact Analysis. The use of 3D modelling such as VU.CITY is also advocated.'
